Assessing the value of of artificial intelligence in health care  

The conference is organised by Kozminski University, Central Research Centre for Innovation and Education of the Supreme Medical Chamber and the Sano Centre for Computational Medicine. The conference will be held on 14 September 2023 in hybrid mode. The conference is under the auspices of the Committee on Digitalisation, Innovation and Emerging Technologies of the Parliament of the Republic of Poland (9th legislature).

The conference is dedicated to experts in healthcare management and organisation looking for practical knowledge on how to successfully adopt artificial intelligence (AI) - based technologies into clinical practice.

The September conference is the second meeting dedicated to expert discussion on AI in medicine.

Participants will be welcomed by the host of the meeting, Ph.D. Katarzyna Kolasa. The meeting will be opened with an inaugural lecture by the Vice-Chairman of the Committee on Digitalisation, Innovation and New Technologies of the Parliament of the Republic of Poland, Member Grzegorz Napieralski and the Director of the Central Research Centre for Innovation and Education of the Supreme Chamber of Physicians Dr Artur Drobniak. 

 

In addition, the invited guests include experts from Spain (dr José Ibeas) and Germany (prof. Axel Mühlbacher) or the United States (Prof. Carl V. Asche), who have been appointed by government institutions or have relevant roles related to the introduction of regulations for access to artificial intelligence (AI) in health systems in the countries represented.

On 14 September, the results of a scientific study analysing the preferences of the Polish public and healthcare professionals towards the role of artificial intelligence in medicine conducted in August this year will be announced for the first time!  

These are the first data of this kind collected in Poland, which will be used to build criteria for assessing the usefulness of artificial intelligence in Polish healthcare! Each of the participants of the meeting will be able to take an active part in the debate devoted to the analysis of the results of these scientific studies.

Prof. Katarzyna Kolasa

Professor of Health Economics at Kozminski University. Director of Digital Health Center at Kozminski University. ISPOR Digital Health SIG founder. Book author “The Digital Transformation of the Healthcare System”, Routledge; 1st edition (July 31, 2023) 

Driven with passion to improve healthcare, Prof. Katarzyna Kolasa has focused her academic and business career on the health economics.

She has been working with multiple pricing & reimbursement challenges worldwide for the last 25 years, while holding various regional and global leadership positions at Astra Zeneca, BMS, Biogen Idec, Lundbeck, GE Healthcare, Straub Medical, BD and the Swedish county council of Kalmar.

She has been Vice-President of HEOR Modelling at Parexel heading the global team for two years. Currently she is a mentor for startups involved in the development of innovative medical devices and digital health solutions from both Holland, Sweden and Poland.

Since 2000 she has been academic teacher and supervisor for over 30 MBA and PhD students. In partnership with the Polish Medical Research Agency, Deloitte Digital and the Polish Central Hospital of Ministry of Interior Affairs she founded the first digital health six months educational program designed for digital transformation leaders working in the healthcare sector. She developed innovative Master Program Health Economics & Big Data (HEBDA) which first edition was financed by EU Power Grant 2018 as well.

She is the founder of the Global Special Interest Group Digital Health and short courses “The Role of Digital Endpoints in the Value Generation for Health Technologies”, “Methodological Advancements for the Value Assessment of Digital Solutions”,  “Risk-Sharing/Performance-Based Arrangements in Developing Countries” at International Society of Pharmacoeconomics and Outcomes Research (ISPOR).  She is the current member of Educational and post member of Health Science Policy Councils at ISPOR as well. In May 2024 Katarzyna has received scholarship from National Agency for Academic Exchange for four months research visit at the University of Utah in USA. In 2023, in collaboration with the Polish Chamber of Physicians and Deloitte, she organized a 6-month course for startups in the field of digital health at Kozminski University.

Katarzyna has dedicated her academic research towards the methodological advancements into the value assessment of pharmaceuticals, medical devices, and digital health solutions. Passionate about big data, she led the first project of machine learning adaptation for the optimal utilization of CT scanners granted by the Polish Ministry of Health as well.  Since January 2022, she is the leader of AI special interest group at the Polish Chamber of Physicians. With the patronage of the Polish Parliamentary Commission for Innovation & Digitalization, she organized the first dialog about the societal preferences towards the adoption of AI in the healthcare in Poland.

Being coauthor of more than 50 IF publications, she presented her research at more than 60 international scientific conferences. As of May 2024, Google Scholar reports over 900 citations to her work.

Politician and political scientist. Member of the Sejm of the 4th, 5th, 6th, 7th and 9th terms (2004–2015, from 2019), senator of the 9th term (2015–2019).

Dr. Jose Ibeas

Doctor of Medicine (Ph.D.). Master’s Degree in Evidence-based Medicine. Postgraduate in Big Data Processing and Artificial Intelligence for Life Sciences. Currently Master Consultant at the Nephrology Department and Director of the Clinical, Interventional and Computational Nephrology Group (CICN) of the Research and Innovation Institute of the Parc Taulí University Hospital (www.tauli.cat/cicn).

Co-Director of the Mixed Unit CICN – School of Engineering of the Autonomous University of Barcelona. The main area of current interest focuses on the study of biomarkers in advanced renal failure and hemodialysis, emphasizing those related to inflammation, immunity, early biomarkers of infection, bioimpedance and in particular to vascular access and on the other hand Artificial Intelligence. In vascular access field, most of the activity is around interventional nephrology. Highlighting the systems of monitoring and treatment of diseases related both the catheter and the native and prosthetic vascular access. And, particularly, the introduction of Doppler ultrasound in the dialysis unit by the nephrologist in the protocols of vascular access monitoring of multidisciplinary basis. Respect basic/translational investigations the main area of interest are intima-media hyperplasia, inflammation biomarkers, infection, and ultrasound surveillance. Regarding Artificial Intelligence, the main lines are based on the generation of predictive models for mortality and disease progression in chronic kidney disease on the one hand, and diagnostic and predictive models for vascular access for hemodialysis on the other.

Prof. Carl V. Asche

Carl V. Asche, MBA, MSc, PhD, is currently a Research Professor in the Department of Pharmacotherapy at the University of Utah College of Pharmacy in Salt Lake City and Executive Director of the Department's Pharmacotherapy Outcomes research Center. He also serves as the Director of the Post-Doctoral Fellowship Program in the Department of Pharmacotherapy along with appointments as Research Service WOC employee, Veteran's Affairs, Salt Lake City Healthcare System and Associate Member, Cancer Control and Population Science Research Program at the Huntsman Cancer Institute. His Research focuses on the use of comparative effectiveness research and cost-effectiveness analysis in health care decision making. His academic work has comprised of authoring and co-authoring over 150 peer-reviewed publications appearing in medical and economic literature. He serves on numerous national and international health economics-focused boards and committees, including editorial, grant review and advisory bodies. Dr. Asche's current research is funded by a variety of federal agencies and pharmaceutical companies. He earned his PhD (Economics) from the University of Surrey, MSc (Health Economics) from the University of York, and MBA from the City University of Seattle.

Prof. Axel C. Mühlbacher

Professor of health economics and health care management at Hochschule Neubrandenburg. As a secondary appointment he is an adjunct professor in the Duke Department of Population Health Sciences, and a CHPIR Senior Research Fellow in the Center for Health Policy and Inequalities Research at the Duke Global Health Institute, Duke University (USA). He is past chair of the board of the International Academy of Health Preference Research (IAHPR). 

Axel Mühlbacher holds a M.Sc. in business administration from Eberhard-Karls Universität (Tübingen) and a Ph.D. in economics from the Technical University Berlin. Past positions include assistant professor at Technische Universität Berlin and research fellow, German Coordinating Agency of Public Health, Albert-Ludwig Universität Freiburg. From 2010-11 he was a Harkness Fellow in Health Care Policy and Practice. He served as a member of the scientific advisory board of the Institute for Quality Assurance and Transparency in Healthcare (IQTiG). 

His research focuses on methodological advances in decision analysis, econometrics and choice experiments and their application in the health domain. Recent work includes stated preferences research, empirical research to understand the behavioral aspects of health and problems of multi-criteria decision making to inform the optimal design of policies and regulatory decision making. 

He currently serves as associate editor of Value in Health (ViH) and on the editorial advisory board of PharmacoEconomics, Int. Journal of Integrated Care (IJIC) and The Patient – Patient Centered Outcomes Research. Axel Mühlbacher is author of several books and more than 100 peer-reviewed articles.

Robert Ługowski

Robert specializes in the diffusion of innovation, organization, and development of new ventures and business models. Photon Entertainment, Salesbook.

He has been working in top managerial positions in global tech companies such as Xerox, Hewlett-Packard, and Atos. He supervised and was responsible for the implementation of innovative projects in Central and Eastern Europe, Israel, Egypt, and Turkey.

He also held several functions in industry and social organizations including Member of the Board of Polish Chamber of Information and Telecommunications, Warsaw Executive MBA Alumni Association, and French Chamber of Commerce and Industry in Poland. He is an initiator of the Business Angels Poland Confederation and has been elected as a Board member of the European Business Angels Network.

Robert serves as a mentor for start-up founders and is a member of evaluation teams in start-up contests (eg. MIT Enterprise Forum, Microsoft Imagine Cup, PWC expert).

Robert graduated from the Carlson School of Management MBA program and the Warsaw School of Economics as well as individual intercollegiate studies at the Catholic University of Lublin, Lublin University of Technology, and Maria Sklodowska-Curie University.

  • and in an on-line format (ZOOM). 

The conference is scheduled from 10:00 a.m. - 2:00 p.m.

MISSION

Ewelina Kowalewska

Graduate of the Leon Kozminski Academy of Management's doctoral programme. Currently, she is conducting research in the field of autonomy of the medical profession in the context of implementations of medical technologies based on artificial intelligence. 

Privately, she is passionate about digital health and new technological solutions used in medicine. Professionally, she has been involved in the pharmaceutical industry for 13 years. Works in international teams conducting clinical trials.
 

Agnieszka Taracha

Biotechnologist and PhD student at the Institute of Genetics and Biotechnology, University of Warsaw. She studied in research laboratories at the University of Warsaw, Cancer Research UK Cambridge Institute, University of Cambridge and University of Manchester, among others. Her main research interests are cancer biology and gene transcription regulation in the context of human disease.

At Kozminski University, she is involved in research activities with AIValue4Health.

Anna Zawada

Graduated Warsaw University, the Faculty of Mathematics, Informatics and Mechanics. Her professional experience covers developing software for medical equipment, editing, and managing Polish branches of American medical journals, managing and leading European Commission co-financed projects. She has over 16 years’ experience at health technology assessment field, working for AOTMiT from the positions of HTA analysts up to the director of Transparency & Tariff Councils Office. As the representative of AOTMiT she led AOTMiT involvement in EUnetHTA JA 2, JA3 and Advance-HTA EC co-funded projects and represented AOTMiT in ISPOR Europe HTA Roundtable and at INAHTA Congresses. She supported EUPATI project. Her other activities involve the ones of HTA educator at Medical University of Warsaw (MUW; involved in 2 years’ MSc studies in HTA as manager and lecturer in 2019-21 among others) and Warsaw University of Technology Business School and HTA researcher at MUW (the main subjects: health inequities, horizon scanning). An expert in the project HB-HTA.pl (hospital-based HTA). She gained an experience as a lecturer for international audience. She is currently the Associate Editor for International Journal of Technology Assessment in Health Care as well as a reviewer in many international journals (BMJ, Health Policy, Heart, ViHRI, IJTAHC, IJHPM), reviewer of abstracts/workshops for ISPOR and HTAi conferences.

Tomasz Jaworski

Director at the Medical Research Agency, expert at OPI PIB's Center for Digital Medicine Innovation. An expert in medical technology and digital healthcare, he is currently pursuing a PhD on human-robot interaction.

He has more than 20 years of experience in digital transformation and implementation of modern technologies. He has held key leadership roles at Microsoft, Oracle, HPE and Dell, where he implemented innovative solutions based on artificial intelligence, cloud and data, transforming key applications for the public sector.

He is a co-founder of the Warsaw Health Innovation Hub and an active advisor on e-health and artificial intelligence policy development in Poland. He lectures at a number of prestigious universities, including Leon Kozminski Academy, WSB Academy, Warsaw University of Technology, Cracow University of Economics and the National School of Public Administration.

He completed postgraduate studies at Warsaw Medical University, Massachusetts Institute of Technology and Harvard University. He is an IEEE CertifAIEd Authorized Assessor of artificial intelligence.

Magdalena Bojko

Magdalena Bojko is an experienced marketing and legal professional with experience gained from many years of working for international pharmaceutical companies. Her competencies include: implementation of marketing strategies, effective management of projects with a regional dimension, initiation of activities in the digital and compliance areas. Magdalena effectively supports pharmaceutical companies in achieving success in a dynamic and competitive business environment.
Her main areas of interest include pharmaceutical marketing, legal aspects in the field of medicine and pharmaceuticals, health care issues, the use of artificial intelligence in medicine and pharmaceuticals.

How to assess the value of artificial intelligence in healthcare?

which took place on 7 March 2023. During this event, the opinion of representatives of national stakeholder groups (medical sector, governmental organisations, insurers and patients) on the main areas of AI value assessment, i.e. ethical, clinical, organisational and economic, was heard.
