The aim of the project is to develop and pilot the implementation of an innovative model of legal regulation impact assessment based on evidence for the Polish administration at the central level. The pilot project will be preceded by a series of training courses for the administrative units concerned. The initiative enables intersectoral collaboration. Transfer of knowledge and skills is generated here as a result of synergistic collaboration of academic institutions, enterprises, and non-governmental institutions, with the governmental segment being the direct beneficiary. One of the important elements will be also the creation of a system of forums for a discussion on the social and economic effects of the planned and adopted legal regulations.
The implementation of the impact assessment model developed under the project will contribute to the improvement of the quality of life of society as it will facilitate taking new social initiatives and implementing innovative solutions. It will significantly improve the legislative procedures, and thus the quality of lawmaking in Poland. Public authorities will be equipped with advanced tools in the form of evaluation methods and techniques. This will translate into the social and economic problems in all areas of life being solved more effectively and efficiently thanks to the increased transparency of the legislative process and the improved communication of public authorities with citizens. The improvement of the overall quality of the institutional and legal environment of the Polish economy will also result in an increase in the level of competitiveness and the rate of social and economic development of the country.
The results have been presented in a publication entitled: “Ocena skutków regulacji oparta na dowodach. Model dla Polski” [EN: “Evidence-Based Impact Assessment. A Model for Poland”]. Based on the conducted analyses, a practical handbook for public administration was also created: “Ocena skutków regulacji. Poradnik dla administracji publicznej” [EN: “Evaluation of Regulatory Effects. A Handbook for Public Administration”].
