European Charter for Researchers

The European Charter for Researchers lays down general principles and requirements defining the roles and responsibilities of researchers, as well as their employers and/or funders.

The aim of the Charter is to ensure that the nature of the relationship between researchers and their employers or funders is conducive to achieving positive outcomes in the creation, transfer, exchange and dissemination of knowledge and technological development, as well as in the career development of researchers.

Group of People

The European Charter for Researchers also recognizes the value of all forms of mobility as a means of further professional development of researchers. In this sense, the Charter provides a framework for researchers, employers and funders to encourage them to behave responsibly and professionally in their work environment, as well as to warn each other as professionals.

The European Charter for Researchers is addressed to all researchers in the European Union at all stages of their research careers and covers all fields of scientific research in the public and private sectors, regardless of the nature of the position and employment, the legal status of the employer or the type of organization or institution in which the research is conducted. The Charter takes into account the various functions performed by researchers, who are appointed not only to carry out research and/or development activities, but also to carry out tasks related to scientific supervision, consultancy, management or administration. It is based on the premise that it is the overarching responsibility of both researchers and their employers and/or funders to comply with relevant national or regional legislation.

Code of Conduct

The Code of Conduct for the Recruitment of Researchers sets out the general principles and requirements that employers and/or funders should follow when appointing or recruiting researchers. These principles and requirements should ensure compliance with the values of transparency of the recruitment process and equal treatment of all candidates, in particular with a view to developing an attractive, open and sustainable European labour market for researchers, and complement the principles and requirements set out in the European Charter for Researchers.

The implementation of these principles is supported by the Open, Transparent and Merit-based Recruitment Policy (OTM-R), which consists of, among others, providing clear and transparent information about the entire selection process, publishing clear and concise job advertisements with links to detailed information on (e.g. required competencies and responsibilities, working conditions, entitlements, training opportunities, career development, gender equality policy),  as well as ensuring that the required level of qualifications and competences is in line with the needs of the position and does not constitute a barrier to applying.
