Prof. Jacek Tomkiewicz, Dean of the College of Finance and Economics at Kozminski University, has been appointed a member of the Fiscal Council – a new, independent institution established to support the stability of Poland’s public finances and strengthen the credibility of the state’s budgetary policy. This decision further reinforces the presence of Kozminski University experts in key processes shaping Poland’s economic and fiscal policy.
The Fiscal Council is a new, independent expert advisory body set up to assess whether the state’s budgetary policy is conducted in a responsible and transparent manner. It will begin its work on 1 January 2026. The Council is expected to strengthen the credibility of Poland’s budgetary policy. Independent, data-driven analysis of macroeconomic forecasts and the state’s financial plans help limit the risk of excessive indebtedness, increases the transparency of decisions concerning public money and supports a more substantive debate on spending priorities.
Among the Council’s core responsibilities are assessing macroeconomic forecasts used in the preparation of the state budget, issuing opinions on the compliance of financial plans with national and EU fiscal rules, and monitoring whether the state maintains a coherent and predictable course around fiscal policy. The Council will also analyse the impact of planned measures on public finances and highlight actions that could increase the risk of excessive debt.
Similar institutions operate in many EU member states and are recommended as an important element in building trust in budgetary policy and improving the quality of public debate on public expenditure and debt.
The Fiscal Council is composed of six experts in economics, public finance and financial law, appointed based on recommendations from various institutions to ensure pluralism and independence. The Council is chaired by Dr Sławomir Dudek, economist and President of the Institute of Public Finance, and its members are: Dr Wojciech Niemyski, for many years associated with the Supreme Audit Office, Prof. Andrzej Torój of the Warsaw School of Economics (SGH), Dr Marcin Wroński, economist and member of the Polish Financial Supervision Authority (KNF), Prof. Jacek Tomkiewicz of Kozminski University, and Dr Michał Bitner of the University of Warsaw.
Members of the Council are nominated by various public-sector stakeholders – from the Supreme Audit Office, through the Conference of Rectors of Academic Schools in Poland and the Council for Social Dialogue, to the Joint Commission of the Government and Local Government. This appointment model is designed to reinforce the Council’s expert character and limit the risk of its work being politicised.
Prof. Jacek Tomkiewicz is an economist specialising in public finance and economic policy. At Kozminski University he serves as Dean of the College of Finance and Economics and Scientific Director of the TIGER Research Center. In the past, he acted, among others, as adviser to the Deputy Prime Minister and Minister of Finance, contributing to reforms of the public finance system. He is the author of numerous publications, expert reports and analyses devoted to public debt, fiscal rules and the stability of public finances.
His appointment to the Fiscal Council is a recognition of his academic achievements and advisory experience, but also of the role that Kozminski University plays in shaping the debate on public finances in Poland. For students and doctoral candidates, it means even closer contact with experts directly involved in decision-making processes at the state level, as well as access to knowledge formed at the intersection of academia, practice and public institutions. It is also yet another example of how the Kozminski University community co-creates solutions of systemic importance – in Poland and in Europe.
