International Scientific Workshop III – Legal Challenges of Disruptive Technologies: From AI to Quantum

We are pleased to invite scholars and researchers to submit their proposals to the third annual edition of the "International Scientific Workshop “Legal Challenges of Disruptive Technologies”, which will be hosted by the Kozminski University in Warsaw, on June 15-16, 2026. The Faculty of Law at Kozminski University, in collaboration with the University of Palermo, Masaryk University, the Cyber & Data Security Lab (Vrije Universiteit Brussel), the University of Liverpool (School of Law & Social Justice), University of Szeged,  Vilnius University, Universidad Militar Nueva Granada, and the AI LAW TECH Foundation, is pleased to invite the submission of proposals for International Scientific Workshop III – Legal Challenges of Disruptive Technologies. The workshop aims to foster discussion on the most significant legal challenges posed by disruptive technologies, with particular attention to Artificial Intelligence, Quantum Technology, and other emerging innovations.

This year’s edition will focus on the legal implications of disruptive technologies in the context of digital sovereignty, defined as the capacity of states, individuals, businesses, and institutions to govern and operate digital infrastructures, data, and technologies autonomously.  We welcome submissions that explore this topic, especially in the field of intellectual property law, human rights, data protection, AI law, cybersecurity law, consumer protection, labour law, telecommunication & space law.  We look forward to receiving your proposals and welcoming you to Warsaw for this unique opportunity to shape the future of technology law.

The objectives of the workshop are as follows:

a) For the authors of each draft paper to receive feedback, allowing for verification of the presented theses, while informing the preparation of the final paper for publication in a joint scientific publication;

b) The joint publication of a paper that is composed of the full texts of those presented papers that have been received positively;

c) The integration and networking of the legal community concerned with the legal challenges presented by new technologies, in particular, AI & quantum technology; and

d) The creation of a network of scientific institutions and researchers interested in new technologies.

Our workshop will follow the outlined plan:

  • The extended abstracts selected for presentation during the workshop will be sent to all workshop participants, so that adequate time is available for preparation for active participation in the workshop.
  • Participants will present their papers (for around 15 minutes per presentation) and receive feedback from the other workshop participants, including experienced professors chairing thepanels.
  • Based on the feedback received, the workshop participants will prepare their final papers, intended for publication.

Previous Editions of the Workshop This is the third iteration of the International Scientific Workshop Legal Challenges of Disruptive Technologies, following its successful editions held in 2023 and 2024.  The previous workshops brought together leading scholars and practitioners from across the world, representing Europe, Asia, and the Americas, and created a vibrant forum for interdisciplinary exchange.  The discussions focused on the regulation of emerging technologies, including artificial intelligence, blockchain, and quantum technologies, as well as regulatory challenges related to cybersecurity, the space environment, and medical technologies.  The workshops fostered critical dialogue between legal theory and regulatory practice, highlighting both current gaps and future directions in technology governance.  As a tangible outcome of the first edition, the edited volume Legal Challenges of Disruptive Technologies was published by Nomos, reflecting the breadth and depth of the debates initiated during the workshop.
